Important Information Regarding Bill Pay

Bill Payer is a feature of Community Financial's Online Banking that allows you to pay bills electronically. You control which bills are paid, the amounts paid and when the money is deducted from your checking account. These rules govern your selection and use of the Bill Payer feature.

  • There is no monthly service fee for the Bill Payer Service. However, a $10.00 Inactivity Fee will be charged if no bills are paid during a calendar month. This fee will be waived during the first 60 days of service. If applicable, this fee will automatically be deducted from your checking account on the last day of each month. In the event that funds are not available in your checking account on the date the fee is charged, we reserve the right to collect the fee from any non-IRA account on which you are listed as the Owner or Joint Owner. If we are unable to collect the fee within 30 days, we will terminate your subscription to the Bill Payer service without notice. Once the fee is posted to your checking account for that month, no refunds will be given upon termination of service. The Credit Union has the right to change fees at any time. Additional fees will not be assessed without notice to you.
  • You authorize the Credit Union to utilize any processor of our choice to provide this service to you on the Credit Union’s behalf.
  • Funds should arrive at your targeted vendor within seven (7) business days of the date designated by you in your payment instructions (payment date). The payment date is the date that the payment will be deducted from your checking account. All payments must be scheduled for deduction from your checking account a minimum of 7 business days prior to your vendor’s payment date (not the late payment due). Subject to the terms and conditions of this agreement, you authorize us, and any third party acting on our behalf, to choose the most effective method to process your payment, including without limitation, paper or some other draft means. For each properly instructed payment to an eligible vendor, you will receive a transaction confirmation number. The payment date indicated by you must be a business day as defined in this document. If it is not, the payment date will be deemed to be the first business day after the date indicated. Unless you receive a confirmation number, we shall not be liable for any failure to make a payment, including any finance charge or late fees incurred as a result.

    It is also important that you allow a minimum of 7 business days from the payment date to the date the payment is due at your vendor. Because the payment processing time varies according to the particular vendor, you must become familiar with the payment processing time for each vendor you desire to pay, and allow the appropriate number of business days between the payment date that you schedule and your vendor’s payment due date. In the event that you do not adhere to the obligations set forth in this Agreement, or you schedule a payment less than 7 business days before the due date required for a particular vendor, you will assume the full responsibility for all penalties and late fees and we will not be liable for any such charges or fees.
  • Except for those transfers which are completed immediately, you may cancel or modify a payment up to 10:30 a.m. Eastern Standard Time on the same business day you schedule payment to be deducted from your checking account without incurring a stop payment fee. The procedures for canceling or modifying a payment are set forth in the user instructions.
  • If sufficient funds are not available in your checking account on the date you scheduled a payment to be deducted, no payment will be sent. Instead, that transaction will result in a "Failed Payment". We will try to pay the bill for two more days. If all three attempts fail, you will be required to make arrangements to pay the vendor by other means. In the event of repetitive failed payments, we reserve the right to terminate your subscription to the Bill Payer service. This termination may be without prior notice to you.
  • Stop payments may only be requested on or after the date funds are withdrawn from your checking account. There will be a $31.00 fee deducted from your account for each stop payment request.
  • A Bill Payment Check Copy may be requested. There will be a $5.00 fee deducted from your account for each check copy request.
  • You agree to be bound by and comply with all applicable state and federal laws and regulations.
  • You may cancel your subscription to the service upon notice in writing to the Community Financial Online Administrator. You must allow 7 business days for the processing of your cancellation notice. You will be responsible for all payments you have requested prior to termination and for all other charges or fees incurred. You must cancel all outstanding payment orders within the 7-day notification period. We will not be liable for payments not cancelled or made due to your actions related to service termination.
  • These terms and conditions shall be governed by and construed with the laws of the state of Michigan.
  • We will process bill payment transfer requests only to those creditors the Credit Union has designated in the user instructions and such creditors as you authorize. We will not process any bill payment transfer if the required transaction information is incomplete.
  • We will withdraw the designated funds from your checking account for bill payment transfer by the designated cut-off time on the date you schedule for payment. We will process your bill payment transfer within the designated number of days before the date you are scheduled for payment. You must allow sufficient time for vendors to process your payment after they receive a transfer from us. Please leave as much time as though you were sending your payment by mail. We cannot guarantee the time that any payment will be credited to your account by the vendor.

By submitting this request, you hereby make application for the Community Financial Members Federal Credit Union Bill Payer services (referred to in this document as "the services"), and if approved, agree to conform to the Terms and Conditions as set forth in this document. If your application is approved, the terms and conditions of this Application and Authorization Agreement are incorporated by reference into the Community Financial Membership Agreement, Electronic Funds Transfer Agreement and Disclosure, and Rate and Fee Schedule (Savings and Checking). If any of the terms and conditions of this agreement differ from any of the terms and conditions of the Community Financial Members Federal Credit Union Membership Agreement, Electronic Funds Transfer Agreement and Disclosure, and Rate and Fee Schedule (Savings and Checking), the terms and conditions of this agreement control.

You understand and agree that by using, or permitting another to use your Personal Identification Number ("PIN"), you will signify your agreement to be bound by the terms and conditions described in this document. You understand and agree that any use of your PIN is not unauthorized use.

In this agreement, "you" refers to the person or persons submitting this Application and Authorization Agreement. "Account" refers to your checking account which is listed above, from which the bills you authorize to be paid will be paid, and from which your monthly service fee will be deducted.

You hereby authorize Community Financial to make payments to creditors for you as you may authorize by personal computer from time to time, and you authorize Community Financial to deduct such payments from your account. You understand and agree that Community Financial will use electronic means whenever possible to make such payments on your behalf. Otherwise, payment(s) will be made by check.

You understand and agree that Community Financial will not be liable for any service fees, late charges, or penalties assessed to you by your creditors if Community Financial is prevented from performing any of its duties under this Agreement by circumstances beyond its control, including, without limitations, acts of God, errors and omissions on its part beyond its control, and electrical, computer, or equipment failure.

You understand and agree that Community Financial does not guarantee the date or time any payment authorized by you will reach any of your creditors. Community Financial will not be liable for any service fees or late charges assessed to you by your creditors resulting from untimely payments, except for such fees and late charges that result from a bona fide Community Financial error, and in no event shall Community Financial be liable for consequential damages.
